THE SIGNIFICANCE OF CONSTITUTION IN THE ERA OF GLOBALIZATION

A scientific and practical conference on the theme "The Constitution of the Republic of Kazakhstan in the Conditions of Modern Globalization and Digitalization" was held at the Korkyt Ata Kyzylorda University.

The event was attended by the Chairman of the Board – Rector Nauryzbay Baikadamov, Dean of the Faculty of Law of the International Kazakh-Turkish University named after Khoja Ahmed Yasawi, Doctor of Philosophical Sciences Aliya Kasymbek, representatives of law enforcement agencies, judges of the Kyzylorda City Court, employees of the regional prosecutor's office, bar associations, and the police department, as well as the university's faculty and students. Members of the "Young Voters" club and the "Legal Clinic" also took an active part.

The moderator of the meeting, Head of the "Jurisprudence" educational program Yerkemai Sanyazova, highlighted the relevance of the conference for society, noting the role of the Constitution in forming a state of law.

Specialists and scholars in the field widely discussed issues of constitutional development, judicial independence, the rule of law, and the protection of citizens' rights during the conference. Particularly, Aliya Kassymbek delivered a report on "Constitutional Development of Kazakhstan under the New Constitution: Theory and Practice", discussing the significance of new constitutional reforms.

Alongside with this, Ainа Ayazbekova, Senior Lecturer at the Department of Criminal Procedure and Forensic Examination of the Kyrgyz National University named after Jusup Balasagyn, Amanlyk Gulimov, Professor at Berdakh Karakalpak State University, Doctor of Law, and Shiyirin Burhanova, Acting Associate Professor at the Department of Human Rights, State Law and Administration of Berdakh Karakalpak State University, Doctor of Law PhD, delivered reports on pressing issues of legal regulation in the digital age, protection of communication secrecy and human rights, and also shared information on the development of legal systems in the context of globalization.

Azat Abdirazakov, a judge of the Kyzylorda City Court, informed about the constitutional and legal aspects of judicial independence, while Yerzhan Altynbaev, Deputy Head of the Department of the Kyzylorda Regional Prosecutor's Office, emphasized the importance of ensuring legality and order in a state of law.

Besides, Meirbek Daubalaev, Chairman of the Kyzylorda Regional Bar Association, presented a report on the role of the bar in protecting citizens' rights. Aybek Kulmagambetov, Lieutenant Colonel of Police and Head of the Preventive Work Coordination Department of the regional police department, provided information on the Constitution as the main mechanism for law and order and prevention.

Elmira Toylybekova, Acting Associate Professor of the "Jurisprudence" educational program and Doctor of Philosophical Sciences, delivered a report on "The People's Council – An Element of the Renewed Institutional Model of the State" at this conference, emphasizing the importance of public dialogue.

Kamila Sarieva, a 4th-year student of the "Jurisprudence" educational program and Chairperson of the Legal Clinic, also spoke at the event. She presented a report on the place and role of university legal clinics in ensuring constitutional guarantees.

Nauryzbay Baidakadamov, Chairman of the Management Board – Rector, summarized the event, emphasizing that the Constitution is the main guarantee of the state's sustainable development and the rule of law in society. At the same time, he noted that such scientific platforms play an important role in promoting the principles of a legal state, exchanging experience, and strengthening the legal awareness of the younger generation. Furthermore, he expressed gratitude to industry specialists and the youth for their active participation in the conference.
