SYSTEM SOLUTION OF THE DORMITORY ISSUE: RESULTS AND NEW INITIATIVES

Ensuring comfortable and safe accommodation for students in dormitories is one of the priority areas in the country's higher education sector. Work in this direction is enshrined at the state level through legislative and strategic documents.

The Ministry has been working on several directions in order to provide students with dormitory accommodation. Annually, the department analyzes the shortage of dormitory places, studies the student contingent by region, and conducts an analysis of their social status. 

Between 2018 and 2025, a total of 281 dormitories with a capacity of more than 72,000 beds were commissioned, including 182 dormitories providing 51,323 beds for university students and 99 dormitories offering 20,802 beds for college students.

Thus, the systematic measures implemented since 2018 have significantly increased the number of available beds and substantially reduced the shortage of dormitory places for university and college students. 

As a result, the deficit that existed several years ago has now been reduced to 5,176 places. Currently, a dormitory shortage is observed mainly only in Almaty city, while in Astana and other regions, the deficit has been completely eliminated.

Special attention is paid to the safety and comfort of students. When necessary, higher education institutions rent hostels, ensuring that only students reside in them. Safety requirements in these facilities are regulated by special normative documents.

Besides, situational and crisis centers were launched in the 2025-2026 academic year. A Situational Center, providing students with information and consultations on dormitory places, has been established at the Kazakh National Women's Pedagogical University. A Crisis Center, providing temporary accommodation in force majeure circumstances, has been opened at "ALT" University named after Tynyshpayev. Nowadays, the Situational Center has consulted 2,500 individuals, and 10 people have made use of the Crisis Center’s services. 

Ombudsmen, responsible for the prompt resolution of student issues have been appointed in each region, and an operational headquarters works with the support of the Ministry. Furthermore, direct communication channels for receiving applications and suggestions have been launched on the official websites of higher education institutions. 

These efforts will be continued during the current academic year, and new initiatives will be implemented to ensure that students have access to affordable and safe housing.
