The history of the Department of «Jurisprudence»

The creation of the department began in 1992 as part of the Faculty of History as the first department of specialized legal education in the region. The bright pages of the history of the educational programs, in particular, the best times of science and legal education correspond to the years 1992-2000, since in those years the department was headed by a well-known public figure in the country, the founder of the department "Jurisprudence", the first professional philosopher from the Syr region, Ph.D. Professor M.M. Mataev.  In those years, the main staff of the department was formed and firmly stood on its feet, its first teaching professors were T. Umbetova, A. Tasybeva, B.S. Akhmetov, Zh.A. Isayeva, G.Zh. Syzdykova, M.A. Koshmanov, M.K. Zhusupbekova, M.A. Akmurzaev, N.S.Baykadamov made a great contribution. A special place is also occupied by Zh.A. Isaeva, who was the first to raise legal issues of the ecology of the Kursk region and defended his scientific work on this topic.
 
The educational programs of "Jurisprudence" is currently one of the leading. It is known not only as a professional department for the training of lawyers among the leading universities of our region, but also of the Republic of Kazakhstan. The basis of the scientific work of the department is the application of new achievements of world and Kazakh legal science and the formation of the university as a leading component sets our teaching staff the task of conducting fundamental scientific research in priority areas of legal sciences. Time shows that every year the number of applicants who want to study under this educational program is growing.
 
Currently, within the framework of the Law educational program, higher education is provided 6B04246-Jurisprudence (Criminal Law), 6B04245-Jurisprudence (Civil Law), 6B04247–Administrative Justice. Also, students of these educational programs have the opportunity to enroll in a master's degree and a PhD. The Department of Jurisprudence employs 3 associate professors, 10 Candidates of Sciences and Masters of Sciences, as well as highly qualified law enforcement specialists. The best students of the student law clinic provide free legal advice to the public.
 
Graduates of the legal education program receive work experience at the world's leading universities and research centers. Together with leading Russian universities, we have implemented a program of double-degree education, educational programs with leading foreign educational institutions, and received education abroad. At the present stage, the department has established trusting relations with several universities, improving international relations.
 
 Students of the specialty of jurisprudence are trained lawyers of multidisciplinary universities of the republic, including graduates of our university, who are currently successfully working in the field of public service, tax authorities, internal affairs and prosecutor's offices, the judicial system, as well as in non-governmental organizations. Within the framework of the bilateral memorandum signed between the Korkyt Ata Kyzylorda University and legal institutions, university students have all the opportunities for practical training and advanced training.

The main directions of research work of the educational programs:
- Constitutional law;
- theory of state and law;
- history of state and law;
- criminal law;
- criminalistics;
- criminology;
- Prosecutor's supervision;
- environmental law.
Educational and methodological works on agrarian law, environmental law and theory of state and law have been prepared and published. Teachers of the department also direct the scientific work of students, organize traditional student conferences and subject Olympiads within the department.
At the educational programs of "Jurisprudence" there is a criminology room for students with stands depicting the main elements of criminology, a laboratory equipped with the necessary equipment for forensic research. For example, an investigator's suitcase and photographic equipment, which are an important tool for fingerprinting, examining the scene of an accident, are one of the main tools of a forensic laboratory. With their help, the student gets the opportunity to put theoretical knowledge into practice at the newly opened forensic training ground, taking into account the urgent need for the method of examining the scene of the incident in the activities of future lawyers. In order to conduct classes with the participation of students themselves in teaching the conduct of the trial, a courtroom functions. All conditions have been created in this hall so that students can recognize themselves on the register in a real judicial board, prosecutor, lawyer.

The material and technical base of the Department of«Jurisprudence»

The educational programs of Jurisprudence has a courtroom and a forensic laboratory. Inside the laboratory there are polygons for thefts and murders. At the department and at the university there is an office "Jurisprudence", serving other illegal specialties. Then students have the opportunity to work with the legal base "Lawyer", get acquainted with the necessary regulatory legal acts.
Circles
In the process of training lawyers, the circles "Student Legal Clinic" and "Young Lawyer" work. Teachers of the department with professional qualifications advise citizens free of charge on housing, family, administrative and labor relations.  In addition, the Department of "Jurisprudence" together with the teaching staff of the universities of the Republic, as well as the Prosecutor's office, internal affairs agencies, the Agency for Combating Corruption Economic Crimes (financial police), the bodies of the penal system conduct scientific and practical seminars.
