Competition for the vacant position of Chairman of the Management Board – Rector of the non-profit joint-stock company «Korkyt Ata Kyzylorda University»
The Board of Directors of the «Korkyt Ata Kyzylorda University» NJSC, located at 29A Aiteke Bi Street, Kyzylorda, 120014, Republic of Kazakhstan, announces a competition to fill the vacant position of Chairman of the Management Board – Rector of the «Korkyt Ata Kyzylorda University» NJSC, located at the above-mentioned address.
The main field of activity of the University is the provision of educational services in higher, postgraduate, technical and vocational, secondary, post-secondary, and continuing education.
The purpose of the University’s activities is to create the necessary conditions for obtaining high-quality education, learning, and teaching aimed at the formation, development, and professional growth of individuals based on national and universal values, achievements of science and practice, as well as the development of scientific potential and the commercialization of research outcomes.
Requirements for Applicants:
1. possession of an academic degree of Candidate of Sciences or Doctor of Sciences, Doctor of Philosophy (PhD), or a doctoral degree in the relevant field; possession of an academic title is preferable;
2. at least 10 years of professional experience, including at least 5 years in managerial positions in the field of education and science;
3. knowledge of the organization of educational and research-innovation activities, principles of organizational management, and state policy on fostering Kazakhstani patriotism and educating the younger generation;
4. skills in strategic planning, digitalization of business processes, fundraising, and investment attraction;
5. leadership, creativity, innovation, critical thinking, and zero tolerance for offenses;
6. proficiency in the Kazakh language (KazTest certificate at least at B1 level), Russian and/or English (preferable);
7. possession of professional development certificates in management and corporate governance in the field of science and higher education.
Possession of professional development certificates in the main areas of activity of higher and postgraduate education institutions is preferable.
The following persons are not eligible to participate in the competition:
1. persons under the age of twenty-five;
2. persons previously convicted of corruption-related offenses;
3. persons with an outstanding or unexpunged criminal record;
4. persons registered with specialized medical institutions;
5. other cases предусмотренные законодательством Республики Казахстан.
Applicants must submit the following documents:
1. an application in the prescribed form;
2. a copy of an identity document of the applicant;
3. a service record (curriculum vitae) of the applicant with a color photograph (3×4 cm) in the prescribed form;
4. a University Development Program, which must include:
-mission and vision for the main areas of the University’s development for a five-year period, values, and development prospects in accordance with approved University documents and in compliance with state interests and objectives (national and regional projects, concepts, and instructions of the head of state);
- analysis of the current status of implementation of approved University documents (indicating two or three priority development areas (goals) and achievement of relevant indicators and performance metrics);
- key challenges faced and/or potentially faced by the University and proposed solutions (analysis of strategy implementation for the previous period, problems, and continuity of decisions);
- expected results and achievements from the implementation of the University development program proposed by the applicant.
The University Development Program must be prepared in the form of a PowerPoint presentation not exceeding 10 slides.
5. copies of educational documents and their supplements, with originals provided for verification:
- for copies of educational documents obtained by citizens of the Republic of Kazakhstan from foreign educational institutions, copies of certificates of recognition or nostrification issued by the authorized education authority must be attached, except for documents issued by foreign higher education institutions, research centers, and laboratories to citizens of the Republic of Kazakhstan who are recipients of the international «Bolashak» scholarship, as well as documents covered by international treaties (agreements) on mutual recognition and equivalence;
- for copies of educational documents of «Bolashak» scholarship recipients, a copy of the certificate confirming completion of studies under the international scholarship of the President of the Republic of Kazakhstan «Bolashak», issued by the Joint-Stock Company «Center for International Programs», must be attached;
- for copies of educational documents covered by international treaties (agreements) on mutual recognition and equivalence, copies of certificates of recognition issued by the authorized education authority must be attached;
6. a copy of a document confirming employment history, certified by the HR department at the current or last place of employment;
7. a copy of a professional development certificate in management and/or corporate governance in the field of science and higher education;
8. copies of professional development certificates in the main areas of the University’s activities (if available);
9. a medical certificate confirming health status (medical professional advisory conclusion) in Form №075-U;
10. a certificate from a psychoneurological institution issued no earlier than one year prior to the submission date, in accordance with legislation on public services;
11. a certificate from a narcological institution issued no earlier than one year prior to the submission date, in accordance with legislation on public services;
12. a document confirming the absence of a prohibition on holding the position under criminal legislation.
Documents for participation in the competition are accepted within 10 (ten) calendar days from the date of publication of this announcement.
The date and venue of the competition will be announced additionally.
