"Improving the judicial system in New Kazakhstan"

An international scientific and practical conference "Improving the judicial system in New Kazakhstan" was held on the occasion of the 85th anniversary of the Kyzylorda Regional Court. The organizers of the international conference were the Kyzylorda Regional Court and the Korkyt Ata Kyzylorda University.

The issues of improving the quality of judicial decisions, fair justice, and changes in this area were scientifically analyzed at the conference.

The conference was attended by Chairman of the Kyzylorda regional Maslikhat Nauryzbai Baykadamov, Chairman of the Kyzylorda Regional Court Adilhadi Shygambayev, Chairman of the Board – Acting Rector of the Korkyt ata Kyzylorda University Zhandos Bazartai and chairmen of the courts, faculty, students.

At the conference, Chairman of the Kyzylorda regional Maslikhat, Candidate of Historical Sciences Nauryzbai Baykadamov emphasized the importance of this area and noted that behind every court decision is the fate of a person, the status of judges.

During the large–scale event, Chairman of the Kyzylorda Regional Court Adilhadi Shygambayev noted that the purpose of the conference was to share experience in the administration of justice, discuss amendments and additions to legislation, and identify upcoming priorities.

He also noted that a number of reforms have been carried out in the country's judicial system, as a result of which the best practices of comprehensive and objective dispute resolution in the judicial system have been formed.

Professor of the L. Gumilyov Eurasian National University, Doctor of Law Yermek Abdrasulov stressed that the independence of the judiciary, the judicial system should be independent of the branches of government, other state bodies, including executive and legislative, should not limit the work of the judiciary and interfere in court decisions.

Associate Professor of the Abai Kazakh National Pedagogical University, Candidate of Law Nesibeli Kalkayeva raised issues of institutionalization of the procedural agreement under the legislation of the Republic of Kazakhstan, emphasizing the advantages of institutionalization of the procedural agreement -giving consistency to the relations arising between the participants – ensuring a balance between the rights and obligations of subjects of legal relations, bringing the procedural agreement in line with the rules of criminal procedure, identifying contradictions in relation to the procedural agreement liquidation.

Professor of Tashkent State Law University, Doctor of Law Leyla Burkhanova touched upon the specifics of the legal regulation of the process of proving missing individuals under civil law of the Republic of Uzbekistan, recognizing them as lost in court and dwelled on topical issues.

Also during the conference, Professor of the Peoples' Friendship University of Russia, Doctor of Law Lyudmila Bukalerova, Head of educational programs in Law at Korkyt Ata Kyzylorda University, Candidate of Law Yerlan Altaev made presentations.
