Science Development, Infrastructure Improvement and Education Quality – on the Senate’s Agenda

As part of their working visit to the Syr region, Senate deputies of the Parliament of the Republic of Kazakhstan, Nauryzbai Baikadamov and Ruslan Rustemov, met with the faculty and staff of Korkyt Ata Kyzylorda University. The meeting was also attended by Almasbek Esmakhanov, Head of the regional branch of the “AMANAT” party.

The Senate deputies visited the exhibition of the university’s Archaeology and Ethnography Scientific Center and viewed unique historical artifacts. Representatives of the center presented information about ancient finds and the history of the region.

The main purpose of the visit was to explain the impact of recent legislative changes adopted by the Senate on regional science, higher education institutions, students, and faculty, as well as to discuss pressing issues in the education sector and opportunities for enhancing scientific potential.

Chair of the Board – Rector Beibitgul Karimova gave the honored guests a detailed overview of the university’s achievements and new initiatives currently being implemented.

Islambek Saruar, Office Manager of the Institute of Artificial Intelligence, highlighted the institute’s recent successes and presented plans for the upcoming academic year. He also shared information about the dual-degree program being implemented jointly with Seoul National University of Science and Technology.

Murad Aitimov, PhD, Senior Lecturer of the “Computer Science and Information and Communication Technologies” academic program, presented a report on applied research, digital and space technologies, and advanced production practices introduced at the university, noting their importance for regional development. He also emphasized the growing need for an additional academic building due to an increase in the number of students. Moreover, he proposed the construction of a dedicated science facility in the format of a technology park aimed at supporting innovative scientific projects, establishing a Center for Academic Excellence, and fostering a regional technology ecosystem.

The meeting was held in an open dialogue format, allowing faculty members and researchers to voice their thoughts and suggestions.

Nurbol Appazov, Candidate of Chemical Sciences, Professor and Chief Researcher of the “Physicochemical Analysis Methods” engineering laboratory, proposed allocating 1% of revenues from subsoil user companies to scientific funding. According to him, this initiative could stimulate research, improve infrastructure, and reduce the burden on the state budget.

“Currently, many scientific fields in Kazakhstan are in need of adequate funding. Subsoil use is a vital sector of the country’s economy. Dedicating just 1% of this sector’s revenue to science could be an effective mechanism for developing research infrastructure and enabling new studies. It is also important to introduce an open competitive mechanism for funding. For example, in 2007, a competition was held to establish engineering and national research laboratories in universities and research institutes across Kazakhstan – and as a result, our university’s material and technical base significantly improved,” noted Professor Appazov.

Head of the Archaeology and Ethnography Center, Seidaly Bilalov, proposed that the ancient settlement of Zhankent be granted the status of a national museum-reserve.

“Zhankent is one of the oldest cities in Kyzylorda Region and a valuable monument of our medieval history. Transforming it into a large museum would be an important step in preserving and promoting the country’s historical and cultural heritage,” he emphasized.

It is worth noting that university archaeologists have been conducting systematic research at the Zhankent settlement since 2005. Excavations have revealed residential areas, construction sites, and defensive structures. The work is carried out within an international archaeological expedition in cooperation with the Institute of Ethnology and Anthropology named after N.N. Miklouho-Maclay of the Russian Academy of Sciences and the University of Tübingen in Germany. Zhankent is included in the list of national historical monuments and has been added to the UNESCO tentative list.

At the end of the meeting, Senate deputies noted the university’s steady growth and expressed confidence that the proposals voiced by faculty and researchers would be taken into account and duly supported by the Government.
