Korkyt Ata University Participates in the European Union Erasmus+ Cyber4CA International Project

Korkyt Ata Kyzylorda University participates in the Cyber4CA international project implemented within the framework of the Erasmus+ Programme of the European Union. The official launch of the project (Kick-off Conference) was held on 9–11 December 2025 in Tashkent, at Tashkent University of Information Technologies named after Muhammad al-Khwarizmii (TUIT).

During the opening ceremony of the conference, a number of representatives at both international and national levels delivered welcoming remarks, highlighting the importance and relevance of the project. In particular, Aziza Abdurakhmanova, Erasmus+ National Office (NEO) Coordinator in Uzbekistan, Dilshod Muydinov, Representative of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, as well as a Representative of the Ministry of Science and Higher Education of the Republic of Kazakhstan, addressed the participants and emphasized the strategic role of the Cyber4CA project in the development of cybersecurity education in the region.

From the Kazakhstani side, Gulzat Kuanyshkyzy Kobenova, Vice Minister of Science and Higher Education of the Republic of Kazakhstan, participated online, expressed her support for the project, and emphasized its strategic importance for training cybersecurity professionals in Central Asia. In addition, Nurlan Omurov, Representative of the Ministry of Education and Science of the Kyrgyz Republic, as well as members of the delegation from Kyrgyzstan, delivered welcoming remarks and highlighted the importance of regional cooperation.

During the opening ceremony, Khalimjon Khudjamatov, Coordinator of the Cyber4CA project (Uzbekistan), and Slobodan Bojanic, Regional Coordinator from the European Union (Universidad Politécnica de Madrid, Spain), also addressed the participants, presenting the objectives, structure, and expected outcomes of the project.

The grant holder of the Cyber4CA project is Tashkent University of Information Technologies named after Muhammad al-Khwarizmii (Uzbekistan). The project consortium consists of 18 partners and is implemented within an international framework that brings together leading higher education institutions from Europe and Central Asia. The consortium includes, among others, Universidad Politécnica de Madrid (Spain), University Politehnica of Bucharest (Romania), University of Antwerp (Belgium), Scuola Superiore Sant’Anna (Italy), as well as several leading universities from Uzbekistan, Kazakhstan, and Kyrgyzstan.

From Kazakhstan, Korkyt Ata Kyzylorda University and the International Information Technology University, together with the Ministry of Science and Higher Education of the Republic of Kazakhstan and the Association of Legal Entities “Kazakhstan Information Security Association”, participate in the project as official implementing partners.

The project implementation period covers 1 October 2025 to 30 September 2028, with a total budget of EUR 800,000.

The primary objective of the Cyber4CA project is to develop innovative master’s and postgraduate education programmes in the field of cybersecurity at higher education institutions in Central Asia, as well as to establish modern Cybersecurity Application Laboratories (CyberLabs) at partner universities. Within the framework of the project, three educational programmes comprising 12 courses will be developed, creating an innovative learning environment aimed at strengthening students’ practical skills. In addition, the project seeks to expand access to education for socially vulnerable groups and learners with disabilities.

The project is of strategic importance for Korkyt Ata Kyzylorda University. Currently, the University offers a bachelor’s degree programme in Information Security. Within the framework of the Cyber4CA project, it is planned to launch a master’s degree programme in Cybersecurity at the University. Once the master’s programme is implemented, the Erasmus+ project will provide modern material and technical infrastructure and innovative laboratories, as well as opportunities for academic mobility and experience exchange of teaching staff at European partner universities. In addition, mechanisms are envisaged for foreign professors and academic staff to deliver lectures at the University.

During the official Kick-off Conference and the seminar on curriculum development, key issues were comprehensively discussed, including labour market requirements in the field of cybersecurity, methodologies for curriculum development, the establishment of Cybersecurity laboratories, quality assurance, project management, and financial management. At the conclusion of the event, tasks for the next project phases were clarified, and certificates were awarded to the participants.

The international seminar was attended by representatives of Korkyt Ata Kyzylorda University, namely Nurbek Berkinbayuly Kongyrbayev, Head of the Computer Science Educational Programme, and Temirbolat Ybrayuly Kenshinbay, Cyber4CA Project Coordinator at Korkyt Ata Kyzylorda University and Team Leader for International Projects and Scholarship Programmes. They actively participated in working sessions focused on the project’s key directions. During the seminar, Temirbolat Kenshinbay delivered high-level presentations, providing comprehensive information on the educational and research potential of Korkyt Ata Kyzylorda University and on approaches to training specialists in the field of cybersecurity.

The final day of the international seminar continued at the National University of Uzbekistan named after Mirzo Ulugbek. The sessions were dedicated to the development of master’s degree programmes in cybersecurity for higher education institutions in Central Asia, curriculum design, familiarization with relevant regulatory frameworks, labour market requirements in the cybersecurity sector, as well as discussion of existing challenges and potential risks.

At the end of the event, forthcoming activities were specified, and certificates were awarded to all participants.

Within the framework of the implementation of the Erasmus+ project, the academic staff of the Computer Science Educational Programme at Korkyt Ata Kyzylorda University are also actively involved in curriculum development and the implementation of project activities.

Overall, the Erasmus+ Cyber4CA project represents an important step toward strengthening international cooperation, enhancing the quality of education, and training highly qualified cybersecurity professionals in the region.
