The history of the educational program «Informatics, Information and Communication Technologies»

The Department of Informatics and Teaching Methods of Informatics was opened in 1990 by the decision of the Academic Council of the N.V. Gogol Kyzylorda Pedagogical Institute as the Department of Informatics and Computer Engineering. Candidate of Physical and Mathematical Sciences, Professor S. Azamatov was appointed as the first head of the department.

S. Azamatov is a graduate of the S.M. Kirov Kazakh State University, completed postgraduate studies at the Computing Center of the Siberian Branch of the USSR Academy of Sciences, and is a student of Academician M.M. Lavrentyev. For many years he worked as the head of the department, dean of the faculties of Physics and Mathematics, Economics and Management. Currently, he is a senior researcher at the Al-Farabi Kazakh National University.

In those years, Candidate of Physical and Mathematical Sciences, Professor O.K. Kamardinov, Candidate of Physical and Mathematical Sciences, Associate Professor V. Kim, Candidate of Technical Sciences V. Svechnikov, senior lecturers Sh. Bimuratov, K. Zhusipbek, Zh. Satbayeva, as well as lecturers B. Kaliyev, N. Ibragimova, D. Bayzildayeva, L. Tenizkulova, A. Zhandosov worked at the department.

In 1993, the department was renamed the Department of Informatics, Computer Engineering, and Machines, and its material and technical base was strengthened. Head of the Department, Candidate of Technical Sciences, Associate Professor S. Kashkynbayev, Professor S. Azamatov, O.K. Kamardinov, as well as senior lecturers Sh. Bimuratov, K. Zhusipbek, N. Ibragimova did a great job in improving the level of the educational process, educational-methodological work, and student research activities. During this period, numerous educational-methodological manuals on informatics were published, and new computer classes were opened.

The department was replenished with young specialists — graduates of the specialties "Physics and Informatics", "Mathematics and Informatics" of this university: U. Aytimova, R. Almenayeva, G. Mukeyeva, S. Niyazbayeva, E. Makashev, and B. Doszhanov.

After the creation of the Korkyt Ata Kyzylorda State University, the Department of Informatics was reopened, and Candidate of Physical and Mathematical Sciences, Associate Professor G. Bakanov was appointed as the head. Doctor of Pedagogical Sciences, Associate Professor S. Kariyev, Candidate of Physical and Mathematical Sciences, Associate Professor E. Abzhanov, as well as N. Turlygulova, B. Doszhanov, R. Almenayeva, A. Daribayev, K. Kalauova, M. Zhanabatyrov, and A. Bayaliyev worked at the department. In the 1999–2000 academic year, the Department of Informatics was merged with the Department of Applied Mathematics.

In the 2000–2001 academic year, in connection with the opening of the "Informatics" specialty, the department was separated from the Department of Applied Mathematics and formed as an independent one. Candidate of Technical Sciences, Associate Professor B.K. Kaliyev was appointed as the head, who led the department for six years. The department's lecturers, along with training informatics specialists, delivered lectures to students of economic, engineering, and pedagogical directions of the university. At that time, the department included senior lecturers S. Toksanova, N. Ibragimova, R. Almenayeva, B. Doszhanov, Baubekova, B. Zharmenova, B. Zhusipbek, A. Nurgaliyeva, S. Tileubay, D. Makhayeva, D. Marat.

In the 2002–2003 academic year, the department was renamed the Department of Informatics and Teaching Methods of Informatics. The team was joined by young specialists who graduated from the university with honors: N. Kulmyrzayev, S. Akhmetov, S. Sagayeva, S. Bimanova, Zh. Umbetay, and S. Kasayeva.

In 2006–2009, Candidate of Pedagogical Sciences, Associate Professor S. Usenov was appointed as the head of the department. Famous scientists were attracted to the teaching staff: Doctor of Pedagogical Sciences, Professor E. Bidaybekov, Doctor of Pedagogical Sciences, Professor V.V. Grinshkun. The department established close ties with the Department of Informatics and Applied Mathematics of the Abai Kazakh National Pedagogical University, as well as with the departments of informatization of education of the Moscow City Pedagogical University; every month one lecturer underwent advanced training.

In 2007, the head of the department, Candidate of Pedagogical Sciences, Associate Professor S. Usenov became the holder of the state grant "The Best University Teacher of the Republic of Kazakhstan".

Members of the department, along with the training of qualified specialists for secondary and special educational institutions in accordance with modern requirements, actively participate in works on the modernization of the informatics teaching process on the scale of the republic and the region based on new information technologies.

The educational and material base of the department is constantly being replenished. The laboratory "Methodology of using new information technologies in education" was opened, equipped with modern computers, an interactive whiteboard, multimedia equipment, and a scanner.

In 2007, a cooperation agreement was signed between the Akimat of the Kyzylorda region and the Department of Education of Gyeonggi-do Province, Republic of Korea. Within the framework of this agreement, 30 computers (Pentium(R) 4, 256 MB RAM) and a "DATA BOARD" interactive whiteboard were installed in laboratory No. 211 of the department, which allowed conducting classes on special disciplines for students studying in the "Informatics" direction. Under the agreement, scientists exchanged experience annually. Senior lecturer of the department, Candidate of Pedagogical Sciences N. Ibragimova became the holder of the "Bolashak" international scholarship of the President of the Republic of Kazakhstan and completed a two-month scientific internship at the Mutiara.com research center in Malaysia.

From the 2009–2010 academic year, Candidate of Technical Sciences A. Seytmuratov was appointed as the head of the department. During this period, Mr. Lee Hye Yeon from South Korea worked at the department as a volunteer teacher.

The Department of Informatics and Teaching Methods of Informatics maintains close scientific ties with the Department of Informatization of Education of the Moscow City Pedagogical University, the Department of Applied Informatics of the Russian State Agrarian University named after K.A. Timiryazev, the Department of Informatics and Applied Mathematics of the Abai Kazakh National Pedagogical University, as well as with the Academy of Pedagogical Sciences of Kazakhstan.

The scientific activity of the department is aimed at researching various directions of the methodology of teaching informatics with the wide use of new information technologies.

In the 2011–2012 academic year, the head of the department was Doctor of Pedagogical Sciences, Professor S. Usenov, and in the second half of the year, a graduate of the department, Candidate of Economic Sciences N. Kulmyrzayev, was appointed to this position.

Starting from the 2012–2013 academic year, for the specialty 5B060200 – "Informatics" (natural science direction), the teaching of a number of special disciplines was transferred to English. In particular, in the subjects "Discrete Mathematics", "Theoretical Foundations of Informatics", "Programming", "Algorithms and Data Structures" and others, training was conducted in Kazakh, Russian, and English languages.

In the period of 2013–2016, the department was again led by Doctor of Pedagogical Sciences, Professor S. Usenov.

In the 2016–2017 academic year, the Department of Information and Communication Technologies was created on the basis of the Department of Informatics. Candidate of Technical Sciences A.O. Dauitbayeva became the head.

In the same academic year, for the first time, 12 master's students were accepted into the master's program in the specialized direction based on the state educational grant, who completed training and defended master's projects in English.

According to the results of the rating of educational programs of universities of Kazakhstan for 2016 (IAAR), specialty 5B011100 – "Informatics" took 2nd place, and 6M011100 – "Informatics" took 3rd place.

In 2016, Doctor of Pedagogical Sciences S.S. Usenov and Candidate of Pedagogical Sciences N.Zh. Ibragimova were awarded the Korkyt Ata gold medal. In addition, S.S. Usenov was elected an academician of the Academy of Pedagogical Sciences of Kazakhstan.

For all undergraduate directions, instead of the discipline "Informatics", the course "Information and Communication Technologies" in English was introduced, and the department's lecturers, who passed the corresponding advanced training courses, successfully conducted classes.

In the 2018–2019 academic year, Doctor of Philosophy (PhD) M.Zh. Aytimov was appointed as the head of the department.

In the 2018–2019 academic year, the lecturers of the department took English language courses organized by the Sh. Yessenov Foundation in the period from October to May and received certificates. Within the framework of this program, four lecturers of the department — S. Toksanova, G. Mukeyeva, R. Almenayeva, B. Zharmenova — passed the IELTS exam.

In the second half of the 2018–2019 academic year, Candidate of Pedagogical Sciences S.Sh. Tileubay was appointed as the head of the "Information and Communication Technologies" department. In the 2019–2020 academic year, the department was renamed the "Informatics and Information and Communication Technologies" department.

The department established close scientific and partnership cooperation with the Department of Informatics and Informatization of Education of the Abai Kazakh National Pedagogical University, the Department of Informatics and Applied Mathematics of the Kazakh National Women's Teacher Training University, as well as with the Department of Applied Mathematics and Informatics of the E.A. Buketov Karaganda University.

The scientific activity of the department covers various directions of the methodology of teaching information and communication technologies with the wide application of modern digital solutions.

In the 2019–2020 academic year, laboratory room No. 306 was updated and named "Fundamentals of Robotics".

Lecturers of the department G.I. Mukeyeva, R.U. Almenayeva, B.K. Zharmenova entered the doctoral program of Korkyt Ata Kyzylorda University in 2019. B.K. Zhusipbek entered the doctoral program of the Khoja Akhmet Yassawi International Kazakh-Turkish University in 2019, and in 2017 G.Sh. Musagulova became a doctoral student of the Al-Farabi Kazakh National University. Young lecturers of the department A.R. Tobashev and S.B. Nazhen were also enrolled in the doctoral program of Korkyt Ata University in the 2021–2022 academic year.

In the 2021–2022 academic year, educational programs 6B01514 – "Informatics" and 7M01514 – "Informatics" passed specialized international accreditation for a period of 5 years. Currently, the department carries out training of bachelors under the program 6B01514 – "Informatics" (pedagogical direction) and master's students under the program 7M01514 – "Informatics".

In December, a new laboratory was opened in auditorium No. 402 of the main academic building — "Advanced Center for PhD students and young researchers in the field of informatics – ACeSYRI", created within the framework of the European Union Erasmus+ project. The laboratory is equipped with 15 monoblocks, 5 laptops, and an interactive TV panel used in the educational process.

On April 27, 2023, students of the group Inf-21-1p/ya Turusbek Yerasyl and Barzuyev Akhmadzhon took II place at the republican subject olympiad among university students organized by the Abai Kazakh National Pedagogical University. Supervisor — S.Sh. Tileubay.

In the 2024–2025 academic year, the material base was significantly updated. New specialized classrooms and laboratories opened in academic building No. 6: No. 214 — "STEM 3D Modeling", No. 215 — "Digital Technologies in Education", No. 216 — Laboratory of Information and Communication Technologies, No. 217 — Laboratory of 3D Printing and Additive Technologies, No. 220 — VR/AR Laboratory.

On June 28, 2024, at the Abai Kazakh National Pedagogical University, in the dissertation council for the direction of training Doctors of Philosophy (PhD), Almenayeva Raykhan Umirzakovna, a senior lecturer of the "Informatics and Information and Communication Technologies" educational program, defended her dissertation on the topic "Formation of professional competencies in training biology teachers based on the use of mobile technologies" and received the degree of Doctor of Philosophy (PhD).

On April 25, 2025, on the basis of the Kh. Dosmukhamedov Atyrau University, Turusbek Yerasyl and Yesmambet Isatay took I place at the republican subject olympiad among students of 14 universities. Supervisor — S.Sh. Tileubay.

S.Sh. Tileubay was awarded the academic title of Associate Professor (Docent) in the scientific direction 21100 — "Computer Science and Informatics" (Order No. 835 dated May 26, 2025).

On November 20, 2025, at the Abai Kazakh National Pedagogical University, Zharmenova Botagoz Kuanyshevna, a senior lecturer of the "Informatics and Information and Communication Technologies" educational program, defended her doctoral dissertation on the topic "Formation of ecological-pedagogical competence in the process of training a biology teacher at a university" and received the degree of Doctor of Philosophy (PhD).

In the 2025–2026 academic year, a doctoral program under the code 8D01514 – "Informatics" was opened under the "Informatics and ICT" educational program. Two lecturers of the program — Akzullakyzy Lyazzat and Zhumadilla Bakytzhan — became doctoral students.

In 1996, Doszhanov Bayanali Amantaevich graduated from the Kyzylorda Humanitarian University named after Ata Korkyt, majoring in "Physics and Informatics", and received the qualification of "Physics, Informatics and Computer Science Teacher".

After graduating from postgraduate studies, in 2005-2008, he was the chief methodologist of the educational and methodological department of the university, the director of the center for distance learning and retraining of specialists, in 2008-2010, the head of the department of innovative technologies and educational process planning, in 2010-2012, the head of the educational and methodological department, 2012-2012 In 2013, the director of the department for academic affairs, in 2013-2016, the vice-rector for educational work, in 2016-2021, the director of the Institute of continuous and distance learning, in 2021-2022, the associate professor of the "Informatics and ICT" department, since 2022, he has been working as the Director of the Department of Academic Affairs.
In 2007, after defending his candidate's thesis, he was awarded the scientific degree of Candidate of Pedagogical Sciences by the Control Committee in the field of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan, and in 2011, he was awarded the scientific title of Associate Professor.
The winner of the competition "The best teacher of a higher educational institution" announced by the Ministry of Education and Science of the Republic of Kazakhstan in 2009.

In 1993-1996 he completed postgraduate studies at Novosibirsk State University under the scientific supervision of Academician M. M. Lavrentiev.

In 2007, under the scientific supervision of Doctor of Pedagogical Sciences, Professor T..O.Balykbaev, he defendedа his PhD thesis on the topic "Methodological foundations for measuring the learning outcomes of schoolchildren in computer science". (13.00.02-theory and methodology of teaching and upbringing (Computer Science)).

He started his careerа in 1988-1990 as a math teacher at secondary school No. 147.

In September 1990, he wasа acceptedas a teacher at the Computer Engineering Department of the Gogol Pedagogical Institute.

From September 2017 to October 2018, he workedas a vice-rector for Academic Affairs and Research at Bolashak University.
